Try dragging around your Safari Tabs in MAC OS Leopard. You can re-order them, and actually move them off the bar which creates a new browser window for that tab. Have two browsers open, drag a tab to add it to the other window…

You can also go to Window> Merge All Windows to make all the tabs go into one window.
